1.Using the portal
The proposed FMBN Payments & Collections portal (“the portal”) lets you pay rent / lease and service charges for office space in buildings of the Federal Mortgage Bank of Nigeria (“FMBN”) and obtain receipts. Payments are collected by Adept-Nexus Atelier Limited, appointed by FMBN as its collection agent, and are processed by Paystack. By using it, you agree to these terms and to FMBN's official Terms of Use.
The portal is for payments only. It is separate from mortgage, NHF loan and other applications, which are made through the main FMBN website and offices.
You must give accurate information, including the building, the unit and the amount you are paying, and a valid email address. The email address is kept with your payment record as a contact detail; the portal does not send emails.
2.Payment instructions and expiry
Each payment is given its own payment advice, with a secure payment link and a payment reference. The link opens Paystack's secure checkout, where you pay by card, bank transfer or USSD. It applies only to that payment and expires at the time shown on your payment page.
- Only pay through the payment link issued on the portal for your specific payment. The portal does not issue an FMBN bank account number and does not send payment details by email.
- Do not try to pay with an expired link. Start the payment again to receive a new one.
- If Paystack's checkout shows a one-time account for a bank transfer, use it only for that payment and do not reuse it.
3.Amounts
The portal does not show an amount due. You enter the amount you are paying and are responsible for making sure it is correct. That amount is fixed on your payment advice and on Paystack's checkout. If the amount received differs from it, the payment may be placed under review. FMBN is not responsible for delays caused by incorrect amounts, or for charges deducted by your bank.
4.When a payment is confirmed
A payment is treated as received only after it has been confirmed with Paystack. Indicating on the portal that you have paid does not by itself complete the payment. Until confirmation, the payment remains pending, and FMBN may reverse a confirmation if the payment is later reversed.
5.Receipts
A receipt with a unique receipt number and QR code is issued automatically once a payment is confirmed. You download it from the confirmation page; receipts are not sent by email. Receipts are sealed records and cannot be altered. Anyone may verify a receipt on the Verify Receipt page; verification shows only non-sensitive details.
A receipt confirms that the stated amount was received on behalf of FMBN for the stated purpose. It does not by itself settle any other obligation or dispute.
6.Errors and refunds
If you believe a payment was made in error, is a duplicate or was for the wrong amount, contact support promptly with your payment reference. Refunds are reviewed and approved by FMBN's finance team at its discretion and in line with its policies.
Approved refunds are returned only to the account or card the payment originally came from. Refund timelines depend on the review required and on the banks involved.
7.Prohibited use
You must not:
- use the portal for any unlawful purpose, or to pay with funds you are not entitled to use;
- impersonate another person or give false information;
- attempt to access data or records that are not yours, or to probe, disrupt or overload the portal;
- use automated tools to scrape the portal or to guess references, receipts or codes; or
- use the portal's name or appearance to mislead others into making payments elsewhere.
FMBN may restrict access, hold payments for review and report misuse to the relevant authorities.
8.AML / CFT / CPF compliance
Payments through the portal are subject to FMBN's Anti-Money Laundering, Combating the Financing of Terrorism and Counter Proliferation Financing obligations. FMBN may request further information about a payment or its source, delay or decline a payment, and report transactions to the relevant authorities as required by law.
9.Availability and liability
FMBN aims to keep the portal available and accurate but does not guarantee uninterrupted service. The portal may be unavailable for maintenance or because of issues with banks, Paystack or other providers.
To the extent permitted by law, FMBN is not liable for losses caused by events outside its reasonable control, by payments made other than through the payment link issued for your payment, or by incorrect information you provide. Nothing in these terms limits any liability that cannot be limited under Nigerian law.

11.Changes and governing law
FMBN may update these terms. The version published on the portal at the time of your payment applies. These terms are governed by the laws of the Federal Republic of Nigeria. Questions can be sent through the contact form.
